Committees

Representatives from your community help manage organizations and facilities.

Quispamsis Town Council is supported by many Committees of Council, established to provide advice to Council on matters related to their mandate and legislation. These include the Nominating Committee, Finance Committee, Housing Committee,  Transportation Committee, Planning Advisory Committee and the Ritchie Lake Community Advisory Committee. Councillor participation on these committees can be found in Annual Reports.

Quispamsis Town Council members and residents also contribute to decision-making in the greater Saint John region through their participation in various external Regional Boards and Commissions. These include the Kennebecasis Regional Joint Board of Police Commissioners, Board of Fire Commissioners (Kennebecasis Valley Fire Department), Kennebecasis Public Library Board, Imperial Theatre, TD Station, Trade and Convention Centre, the Saint John Aquatic Centre, Fundy Regional Services Commission and PRO Kids (Positive Recreation Opportunities for Kids).

Quispamsis residents are invited to get involved by completing and submitting a Town Committee Application, along with a resume. There are varying durations on terms dependent on by-laws, agreements or legislation.  Applications are reviewed by the Nominating Committee and recommendations are forwarded to Council for approval.

Boards and Committees

The PAC makes recommendations to Council on planning-related matters, like proposed subdivision developments, property rezoning, municipal plan amendments, and zoning amendments.

The vision of the Fundy Regional Service Commission is to work in collaboration and cooperation with communities, ensuring that Municipalities and Local Service Districts are better positioned to meet the service needs of residents and to benefit from collective efforts to build and sustain stronger regions.

The Commission is responsible for the management and operation of the Aquatic Centre facility and to promote and initiate recreational programs, activities and sporting events.

And further, to make recommendations to the Fundy Regional Service Commission for the amount of the annual operating subsidy to be shared by the four municipalities.

Quispamsis is seeking individuals in our community interested in serving on the Facility Allocation Committee.

The committee will meet twice per year to consider facility usage, analyze emerging groups and trends, and recommend changes to the town’s Recreation Facility Allocation Policy, which governs all facilities, ice, fields and courts, where applicable.

Quispamsis residents interested in joining the Facility Allocation Committee can fill out a Town Committee Application by Friday, March 6.

Members must be supporters of the Imperial Theatre.

Board members will bring with them skill sets, experience and expertise to provide the Theatre with valuable ‘in-kind’ contributions to the Theatre’s operation.

This board falls under the mandate of the Fundy Regional Service Commission.

Pursuant to the Kennebecasis Regional Board of Police Commissioners (KRJBPC) Agreement between the Towns of Quispamsis and Rothesay, the KRJBPC has the authority and responsibility of providing and maintaining an adequate police force for the Kennebecasis Valley.

It consists of four representatives from each municipality, a person appointed by the Province, and the Police Chief.

Members: Coun. Kerrie Luck, Coun. Mike Biggar, Vibhuti Harquail, Andrea Wilbur.

The Kennebecasis Public Library Board, established by agreement between the Town of Quispamsis and the Town of Rothesay, is responsible for overseeing the operation of the regional library service. 

It consists of four representatives, (one elected and three community), from each of the two towns.

Members: Coun. Noah Donovan, Jamie Clarke, Amy Watling, Carole MacFarquhar.

Pursuant to the Regional Fire Protection Agreement between Quispamsis and Rothesay, the Fire Board was established for the purpose of providing fire protection to the residents of Quispamsis and Rothesay.

Each Town appoints 3 representatives, (currently 2 elected and 1 community member).

The board meets a minimum of five times per year.

The Port Saint John Community Liaison Committee (PSJLC) was created to promote ongoing communication and dialogue with groups that have a vested interest in port-related operations and development in New Brunswick.

The committee operates as a collaborative forum where community, industry, and Port Saint John representatives meet to liaise between different groups, share information, identify concerns, and address port-related issues.

P.R.O. KidsOversees program and financial assistance to children in need so that all young people will have the opportunity to participate in the arts, cultural, recreation and sport activity of their choice.

Administered through the City of Saint John, with the region municipalities cost-sharing in the administration costs.

The Committee’s mission will is to initiate goals, track changes, organize community outreach events, provide guidance, make recommendations to Quispamsis Town Council for budget allocation and action items, foster conservation, and ensure sustainable management to maintain the ecological integrity of Ritchie Lake.

In addition, the Committee aims to support the ecological health of the lake while also supporting the interests of residents and stakeholders.

The committee meets quarterly. Meeting minutes are available for public review.

Members: Mayor Libby O'Hara (Council), Dwight Colbourne (staff), Dana Purton Dickson (staff), Isaac Bayne (staff), Leanne Kay (staff), Ron Moore, Ellen Snider, Cheryl Kennedy, Sarah Blenis, Robert Belliveau, Ben Whalen.

The SJ Arts Board develops and promotes the arts as integral to the vitality of the greater SJ community – embracing originality, diversity and artistic expression.

And further, to make recommendation to the Fundy Regional Service Commission for the amount of the annual operating subsidy to be shared by the four municipalities.

The board meets a minimum of nine times per year.

Reviews applications from Quispamsis students’ graduating from high school, and recommends to Council the award of two (2) $750 bursaries  based on the scholarship criteria.

Consists of 2 elected representatives, one citizen representative and the Director of Community Services.

Members: Coun. Noah Donovan, Andrea Clark-Groden, Carolyn LeBlanc, Dana Purton Dickson.

Established to review the annual budget prepared by Hilton Canada for the operation of the Saint John Trade and Convention Centre, to monitor the operations of the facility pursuant to an agreement between the City of SJ and Hilton Canada and to make recommendation to the Fundy Regional Service Commission for the amount of the annual operating subsidy to be shared by the four municipalities.

The TD Commission’s purpose is to establish policies and guidelines for the management and operation of TD Station including utilizing the facility for sporting, commercial and entertainment activities and other such events that will advance the success of the facility.

And further, to make recommendation to the Fundy Regional Service Commission for the amount of the annual operating subsidy to be shared by the four municipalities.
